Ukraine to Access €90bn EU Loan to Buy Weapons Beyond Europe

Ukraine will be allowed to purchase military equipment from non-European suppliers under a proposed €90bn EU loan expected to be made available later this year. The plan, outlined by the European Commission, is designed to strengthen Kyiv’s defence as the war with Russia approaches its fourth year.
The Daily Baku reports that the loan would only need to be repaid if Russia pays reparations for the destruction caused by its full-scale invasion. European Commission President Ursula von der Leyen said Moscow has shown no willingness to pursue peace and has continued strikes on civilians and energy infrastructure.
Under the proposal, €60bn would be allocated for military spending and €30bn for general budget support. While Ukraine is expected to prioritise European suppliers, it will be permitted to buy weapons from outside Europe if equivalent equipment is unavailable. The move follows concerns that strict “buy European” rules could limit access to key systems such as US air defence. Disbursements will be linked to anti-corruption reforms and rule-of-law commitments, with initial payments expected as early as April pending approval by EU institutions.
