The growing role of wind energy in Azerbaijan’s renewable energy policy - Analysis

An analytical paper titled “The Growing Role of Wind Energy in Azerbaijan’s Renewable Energy Policy,” co-authored by leading advisor of the Center of Analysis of International Relations Vusal Guliyev, has been published.
The analysis explains, based on factual evidence, how wind energy is becoming one of the key pillars of Azerbaijan’s energy security, economic diversification, and green transition strategy. It notes that Azerbaijan’s approach to renewable energy development is characterized by a combination of large-scale projects, technological testing, and strategic international partnerships.
The study outlines the technical parameters of the Khizi–Absheron Wind Power Plant, the Kalbajar wind power project, and the Gobustan hybrid power stations, analyzing their role in the country’s energy security and long-term strategic objectives:
“First of all, expanding the use of wind energy contributes significantly to energy diversification by reducing dependence on traditional fuels in domestic electricity generation. At the same time, wind energy plays an important role in optimizing export potential. As renewable energy increasingly meets domestic electricity demand, larger volumes of natural gas can be redirected to key export markets, particularly Europe, where demand for reliable suppliers remains high. The development of wind energy also plays a crucial role in fulfilling Azerbaijan’s climate commitments. As global pressure to reduce greenhouse gas emissions intensifies, increasing the share of renewables in the energy mix allows Azerbaijan to align with international environmental frameworks and demonstrate its commitment to sustainability. The expansion of wind energy also contributes to regional development and economic diversification. Finally, the development of wind energy strengthens Azerbaijan’s regional and international position. By taking a leading role in renewable energy in the South Caucasus and Caspian region, Azerbaijan actively influences emerging energy dynamics and participates in the creation of green energy corridors connecting Asia and Europe.”
