The European Commission adopted a record number of legal acts in one year

The European Union, which officially promised to reduce bureaucracy and simplify regulations for business, has adopted nearly 1,000 implementing regulations by 2025, The Daily Baku reports, citing the newspaper Bild.
A report by the German industrial association Gesamtmetall notes that from January to the end of October 2025, the EC adopted 952 implementing regulations. This is a record high for the entire period of observation.
These documents detail already adopted EU regulations and effectively put them into effect. Specifically, they outline how to measure the energy efficiency of household appliances in EU countries and what data manufacturers are required to provide.
"This regulation and bureaucracy are increasingly stifling companies. This must change. Otherwise, the EU will soon be playing in the second league of the economy," stated Oliver Zander, head of Gesamtmetall.
According to him, despite statements about the desire to make the EU economy more competitive, the bureaucratic burden continues to grow, and pressure from the US and China is intensifying.
