Matin Mammadli: Charter will establish permanent dialogue and concrete mechanisms between the two countries

The Strategic Partnership Charter signed between the United States and Azerbaijan primarily confirms that bilateral relations have been elevated to a higher and long term level. At the same time, the document defines the institutional framework of cooperation between the parties and is of particular importance in terms of establishing a mechanism for permanent dialogue.
This was stated by Matin Mammadli, head of a department at the Center for Analysis of International Relations, in a comment to The Daily Baku.
According to Matin Mammadli, the significance of the Charter is not limited to its political declarative nature. The document systematically defines the main directions and principles of relations between the two countries. A closer look at the content of the Charter shows that it covers a number of highly important and strategically significant areas.
He noted that alongside traditional areas of U.S.–Azerbaijan relations such as defense, security, energy, trade, and economic cooperation, the document also identifies new priority fields. In this regard, special emphasis on digital infrastructure, artificial intelligence, regional connectivity, and the Middle Corridor stands out.
Matin Mammadli stressed that the Strategic Partnership Charter is largely a general and conceptual document that outlines the directions of cooperation between the parties. However, one of its key features is the provision that within the next three months, roadmaps will be prepared for specific areas and working groups will be established.
According to the official from the Center for Analysis of International Relations, this provision indicates that concrete plans will be developed both for digital infrastructure and for the Middle Corridor, which holds strategic importance for both countries, and that more effective mechanisms will be defined in these areas. In other words, the stage of forming practical implementation mechanisms will be realized in the coming months.
Matin Mammadli believes that the preparation of roadmaps and the determination of concrete mechanisms in the upcoming period will create conditions for tangible results in bilateral cooperation. This, in turn, will contribute to deepening relations not only at the level of political declarations but also in practical terms.
The department head emphasized that, overall, the signing of the Strategic Partnership Charter and the steps to be taken toward its implementation will serve to further strengthen Azerbaijan–U.S. relations, reinforce their institutional foundations, and shape long term strategic cooperation.
