Kazakhstan ratifies green energy agreement with Azerbaijan and Uzbekistan: what will be the benefits? - ANALYSIS

Kazakhstan’s ratification matters, and it is not the finish line. It is best understood as a political and legal lock-in of a larger regional project that has already been taking shape since the three presidents signed the agreement in Baku in November 2024.

Formally, the agreement focuses on green electricity transmission, joint infrastructure, and regulatory coordination. Politically, however, it signals something deeper: a deliberate attempt by Azerbaijan, Kazakhstan, and Uzbekistan to institutionalize long-term cooperation beyond episodic summits and declarations.

What makes this step politically significant is that the corridor is gradually transforming from an energy initiative into a geostrategic alignment platform. The creation of a joint venture in Baku and the involvement of international financial institutions show that the project is entering a phase where political will is being translated into institutional structure. Ratification by Kazakhstan indicates that Astana is ready to move to a committed partnership, which in turn strengthens Azerbaijan’s role as a central coordinator.

Turkic states and Russia, China, EU

From a broader geopolitical perspective, this development can be interpreted as part of the growing consolidation among Turkic states. Within the framework of the Organization of Turkic States, energy connectivity is increasingly becoming one of the most tangible pillars of integration.

Unlike cultural or political declarations, energy infrastructure creates irreversible interdependence. This corridor, if realized, would bind Azerbaijan, Kazakhstan, and Uzbekistan through shared economic interests, synchronized infrastructure, and long-term export strategies. In this sense, Kazakhstan’s ratification is not only an energy decision – it is also a step toward a more cohesive Turkic geopolitical space.

At the same time, regional actors will interpret this move through their own strategic lenses. Russia is likely to view the corridor with cautious pragmatism. While it may perceive potential competition, it could also tolerate or even indirectly support such initiatives depending on broader regional dynamics.

For China, the interpretation is more nuanced. Beijing is unlikely to oppose the project, as it aligns with broader connectivity logic similar to the Belt and Road Initiative. Yet China will carefully monitor whether this corridor evolves into a Western-oriented energy route that competes with its own infrastructure influence in Central Asia.

From the European perspective, the project fits directly into the European Union’s long-term strategy of diversifying energy sources and transit routes. European policymakers are likely to see this as an opportunity to access new green energy sources while strengthening ties with the South Caucasus and Central Asia. However, Europe will approach it pragmatically.

Azerbaijan’s role

By positioning itself as a bridge between Central Asia and Europe, Azerbaijan is not only diversifying its energy portfolio but also reinforcing its status as a key regional hub. This strengthens Azerbaijan’s negotiating position both within the Turkic world and in its relations with external actors such as the European Union.

Turkic integration is also likely to gain a more concrete, interest-based foundation. This corridor could shift the Organization of Turkic States from a primarily political and cultural platform into a more functional economic and infrastructural bloc. That would mark a qualitative transformation, making cooperation more resilient and less dependent on changing political dynamics.

The initiative has the potential to reshape regional dynamics by creating a new East–West energy axis linking Central Asia, the South Caucasus, and Europe, while simultaneously reinforcing intra-Turkic cohesion.

In essence, Kazakhstan’s ratification should be read not merely as an energy decision, but as a signal of emerging regional alignment. It reflects a gradual shift toward multi-vector cooperation, where Turkic states deepen internal ties while engaging external partners on more equal and diversified terms.
