In Azerbaijan, the incentive system in the civil service is being abolished

In Azerbaijan, as part of recent reforms aimed at improving the remuneration system in the civil service, it is planned to abolish the incentive mechanism.
According to Report, the relevant changes are reflected in the Law On Civil Service adopted by the Milli Majlis, as well as in other legislative acts.
Under the new approach, bonuses from the state budget are being completely eliminated. This applies to both collective and individual incentives. As a result, incentive payments for civil servants will be abolished, and the remuneration system will become more unified and transparent.
Under the previous rules, additional funds were allocated annually from the state budget to reward civil servants. The amount of these funds during the year was determined at the level of three times the monthly official salary and was mainly paid in the form of collective bonuses for holidays, as well as individual bonuses for distinguished employees.
As a result of the changes, salaries will become more stable and predictable, and the income of civil servants will be formed to a greater extent based on fixed salaries.
