Implementation of the amnesty act has been completed, covering 22,935 individuals

The implementation of the decision dated December 19, 2025, “On the declaration of an amnesty on the occasion of the ‘Year of Constitution and Sovereignty,’” adopted by the Milli Majlis at the initiative of the President, has been completed. The amnesty process was carried out over a period of four months with the involvement of non-governmental organizations, media, and other civil society representatives.
This information was provided by the Ministry of Justice.
It was noted that this decision, as another manifestation of the state’s policy of humanism, is the most extensive amnesty ever adopted in terms of the number of individuals covered. This 13th amnesty act applied to a total of 22,935 persons.
A total of 5,348 individuals were released from custodial sentences. In addition, the remaining terms of imprisonment for 3,555 convicted persons were reduced by six months.
Amnesty was also applied to 9,714 individuals sentenced to non-custodial penalties. Specifically, 7,970 persons sentenced to restriction of liberty, 734 to corrective labor, 82 to community service, 741 to fines, 175 to restriction in military service, and 12 to detention in disciplinary military units were released from these penalties. At the same time, amnesty was applied to 1,059 individuals who had received suspended sentences, whose sentences had been deferred, or who had been conditionally released ahead of time.
Additionally, 3,259 individuals were exempted from criminal liability, including 1,676 persons whose cases were under court proceedings and 1,583 whose cases were under preliminary investigation and inquiry.
It should be noted that since 1996, a total of 13 amnesty acts have been adopted, demonstrating the state’s commitment to humanism in criminal policy, more effective protection of human rights, social justice, and restorative approaches.
