Bahar Muradova: Institutional and legal reforms in family, women and children’s policy were deepened in 2025

In 2025, in line with its mandated objectives, the State Committee for Family, Women and Children’s Affairs carried out systematic and results oriented activities aimed at implementing family, women and children’s policy.
According to The Daily Baku, this was stated by the Chairperson of the State Committee, Bahar Muradova, during her speech at the board meeting dedicated to the outcomes of the Committee’s work in 2025.
The Chairperson noted that three important strategic documents were adopted during the reporting period. These include the approval of the procedure for establishing and maintaining the Electronic Information Bank on the implementation of children’s rights, the National Action Plan on Gender Equality for 2026–2028, and significant amendments to the law on the prevention of domestic violence. It was emphasized that these documents have already entered the implementation stage and are delivering tangible results.
Bahar Muradova emphasized that five draft normative legal acts were prepared by the State Committee and submitted to the relevant authorities. These include documents related to the improvement of the Family Code, the draft Law on Childhood, the protection of children from harmful information, the operation of the Information Bank on domestic violence, and the exemption of long term protection orders from state fees. At the same time, opinions and proposals were provided on 11 normative documents submitted by other institutions.
The Chairperson stated that during the past year analytical assessments and research were conducted in four areas. These studies covered early marriages, suicide cases among minors, the impact of socio economic factors on the family institution, and adolescents’ legal awareness.
During the reporting period, monitoring activities were also strengthened. As part of state oversight, monitoring was conducted in 17 child care institutions (15 scheduled and 2 unscheduled). Based on the results, the activities of 13 institutions were assessed as satisfactory, three as partially satisfactory, and one as unsatisfactory. All findings were submitted to the Cabinet of Ministers.
Bahar Muradova noted that within the framework of the Year of the Constitution and Sovereignty, 30 events were organized by the Committee and its partner institutions, with more than 2,500 participants. The events addressed topics such as the role of women in peace processes, national identity among youth, and the preservation of family values.
In the field of family policy, five projects were implemented at the initiative of the Committee. Within these projects, 90 trainings, seminars, and conferences were held with the participation of 8,129 people. In general education schools, 5,620 participants took part in 57 awareness raising meetings covering 10 topics.
In the field of child policy, 607 trainings, seminars, and conferences were organized last year within the framework of 10 projects. Initiatives such as “Child to Child”, “Girls Join the Discussion”, “Boys Join the Discussion”, the “My Rights” advocacy bus, the children’s book festival, and other activities ensured the direct participation of children.
The Chairperson emphasized that children are not only our present but also our future, and that the results of the work carried out in this field will bear fruit in the long term. The State Committee will continue its activities consistently to ensure family, women and children’s rights.
