Azerbaijan applies amnesty act to more than 15,000 people

The amnesty act has been applied to more than 15,000 people, the Ministry of Justice said.

According to the information, the decision of the Milli Majlis (Azerbaijani Parliament) dated December 19, 2025, on declaring an amnesty on the occasion of the “Year of the Constitution and Sovereignty,” was applied to 15,119 individuals from December 22 to February 8 by the Ministry of Justice’s Penitentiary and Probation Services, as well as the Investigation Department, in cooperation with the prosecution and judicial authorities.

Of those granted amnesty, 5,148 individuals were released from fixed-term imprisonment, while 8,914 were freed from penalties not involving deprivation of liberty. In addition, the sentences of 1,045 persons convicted to imprisonment were reduced by six months. Twelve individuals were released from criminal liability (under the investigative jurisdiction of the justice authorities).

Among those serving sentences in penitentiary institutions, 15 individuals were released due to their participation in the Patriotic War, and another 15 were released because they had reached the age of 60 by the date the decision entered into force.

Of the persons to whom the amnesty was applied, 1,216 had committed crimes not posing a great public danger, 13,054 had committed less grave crimes, and 849 had committed grave crimes.

Overall, among those covered by the amnesty, 14,345 were men (including 18 minors), and 774 were women.

The implementation of the amnesty act is ongoing.
