An analysis titled “Modern conflicts and the Azerbaijan example,” co-authored by Matin Mammadli, Head of Department at the Baku International Multiculturalism Centre (BMTM), and leading advisor Sultan Zahidov, has been published.
The analysis emphasizes that, against the backdrop of the current state of the global security architecture, the “Azerbaijan model” stands out as a successful example and comes to the forefront as an alternative, practical approach to conflict resolution.
It notes that amid growing geopolitical competition, the selective application of international law, and confrontation among major powers, conflicts are expanding geographically and intensifying. These conflicts are largely long-term and hybrid in nature, with uncertain outcomes that significantly affect the global economy and political stability.
According to the authors, against this general backdrop, the Azerbaijan example stands out as a distinct model. The resolution of the former Armenia–Azerbaijan conflict demonstrated that the coordinated use of military, political, and economic tools can lead to concrete and decisive results. The successes achieved during the 2020 Patriotic War and the 2023 anti-terror measures confirm the effectiveness of the “Azerbaijan model.” This model is based on key pillars such as strengthening economic power (particularly energy resources), developing military potential in line with modern standards, and pursuing a pragmatic and multi-vector foreign policy:
“The primary goal of this political course, founded in the 1990s by National Leader Heydar Aliyev and later continued by President Ilham Aliyev, was to eliminate the Armenian occupation and restore Azerbaijan’s territorial integrity and sovereignty.”
The analysis presents the key stages that ensured success in chronological order, explaining bilateral contacts and adopted documents in detail.
In conclusion, it is emphasized that while most modern conflicts remain prolonged and uncertain, the Azerbaijan example can be considered one of the rare cases that ended with a decisive outcome. This positions it as an alternative and practical model for conflict resolution.
