Amendments and additions to the Law on Education

The tuition fees of persons with special social protection needs studying at educational institutions (excluding additional education) will be covered by the state.
The Daily Baku reports that the issue is reflected in the draft amendments to the Law on Education, which was submitted for discussion at today’s plenary session of the Milli Məclis.
According to the proposed amendments, during the period in which persons with special social protection needs study at educational institutions on a fee paying basis, their tuition fees will be paid from the state budget.
Under the Rules on the Content and Organization of Additional Education and the Issuance of Relevant Documents to Persons Who Have Completed Education in Any Field of Additional Education, approved by a decision of the Cabinet of Ministers, retraining education, second higher education, secondary specialized and higher technical vocational education, advanced degree programs, and adult education are provided exclusively on a fee paying basis. The related financial costs are covered either by the organization where the trainee works or by the individual. Accordingly, additional education for persons with special social protection needs is also fee based, and no funds are allocated from the state budget for this purpose.
In this context, in order to eliminate the contradiction between the above mentioned normative legal acts, it was proposed to introduce clarifying amendments to the Law on Education.
The proposed amendments to the draft law were put to discussion and adopted in the first reading.
